David Holt is a Senior Advisor at the firm, providing strategic guidance on economic development, government affairs, and infrastructure planning. With extensive experience in both the public and private sectors, he assists clients in navigating regulatory, policy, and development challenges.

David has held leadership roles in economic and industrial development, logistics, and public policy, where he has led statewide initiatives, advised on infrastructure projects, and worked closely with government agencies and stakeholders. His background also includes experience in legislative affairs at the state, federal, and local levels, giving him a deep understanding of regulatory processes and business policy.

David’s broad expertise allows him to offer practical, solution-driven counsel to businesses, government entities, and organizations seeking to advance their strategic objectives.

Representative Experience

  • Responsible for convincing the General Assembly to develop new messaging for the State of Indiana by increasing the tourism budget from $5 million to $20 million
  • Managed the industrial portfolio for AmeriPlex, the industrial park by the Indianapolis Airport and assisted the Indianapolis Airport in the development of World Connect
  • Developed, recruited and led the formation of the Conexus Indiana Logistics Council that led to the creation of two statewide and six regional strategic plans that led to all the recommendations of Governor Pence's Blue Ribbon Panel for Transportation
  • Successfully led the coalition efforts to pass higher education standards, education accountability, charter and school choice, transition to teaching, Core 40 curriculum and drop out prevention legislation
